New York: free community college for adults 25 to 55, even with a prior degree, from Spring 2027

🇺🇸 United States · Last checked: 16 Oct 2026

From the Spring 2027 semester, New York residents aged 25 to 55 can earn an associate degree in a high-demand field at a SUNY or CUNY community college with tuition, fees, books and supplies covered, even if they already hold a degree in another field (Governor of New York, 5 October 2026).

Who this is for. New York State residents, or people who qualify for in-state tuition there. It is not a route for students arriving on a visa.

What changes. The Reconnect program began in 2025 and has covered more than 15,000 adults. Until now it was limited to people without a college degree, with an exception for nursing. From Spring 2027, a prior degree in a different field no longer disqualifies you. The SUNY and CUNY FAQ pages still show the old rule and will be updated.

Which fields. Approved associate degree programs in fields the state says are short of workers: advanced manufacturing, cybersecurity, technology, engineering and healthcare, among others. Each campus lists its own eligible programs. Pre-nursing programs are excluded.

The conditions. At least 6 credits a semester, full-time or part-time, with the degree finished within 10 semesters and good academic standing kept. You must apply for New York’s Tuition Assistance Program (TAP) first; Reconnect pays what is left. Filing the federal aid form (FAFSA) is encouraged but not required. Housing, transport and meals are not covered. You must be 25 to 55 on the first day of classes.

When to apply. Applications for the expanded program open over the coming months, on each campus’s own schedule.
