Studying abroad as an American · Germany
Is college free in Germany for Americans?
Mostly, yes: most public universities in Germany charge Americans no tuition, only a semester contribution of a few hundred euros. But the visa requires you to show €11,904 a year for living costs (2026), US federal student loans cannot be used at German public universities, and the state of Baden-Württemberg and some universities such as TUM do charge non-EU students.

What is different for Americans
No visa before you fly
US citizens can enter Germany without a visa and apply for the student residence permit at the local immigration office (Ausländerbehörde) within 90 days. Register your address within 2 weeks of moving in. You may not work until the permit says you can. You may also apply for a visa before travel if you prefer. Federal student loans: not at public universities
The US Department of Education lists 235 German schools. All of Germany’s public universities on the list are marked “Deferment Only”: you can pause repayment of federal loans you already have while enrolled, but you cannot take out new federal loans to study there. Only four German schools are marked “Eligible” for new federal loans, all private: ESMT Berlin, Frankfurt School of Finance & Management, Hertie School and HHL Leipzig Graduate School of Management. Pell Grants and other federal grants are never available at schools abroad. Sources: Federal Student Aid: international schools in the federal loan programs; Federal Student Aid: foreign school FAQ for students. Check a school’s current status in the federal school code search before you apply.
Getting in with a US high school diploma, AP exams or an IB Diploma
With AP exams. A US diploma alone does not give direct entry to a German university. Under the rules published by DAAD USA (June 2025), you need an unweighted GPA of at least 3.0 and specific coursework, plus Advanced Placement exams with a score of 3 or higher: five for all subjects, or four for programs in a matching subject group (sciences and technology, or humanities, social sciences, law and business). Two years of college, or an associate degree in a transfer program, with the right general-education courses can replace the APs. Without either, you can take a one-year preparatory course (Studienkolleg), most of which are taught in German. Sources: DAAD USA guide for US high school and IB graduates; uni-assist: United States. Each university can ask for more.
With an IB Diploma. The full International Baccalaureate Diploma can give direct entry if it meets Germany’s rules: six subjects taken over two continuous years (two languages, one of them a foreign language you continued, mathematics, a natural science, a social science and one more), each graded at least 4 (a 3 can be offset by a 5 at the same level), at least 24 points in total and 12 at Higher Level, with at least one Higher Level subject in a language, mathematics or a natural science. With mathematics at Higher Level (and a science at Standard Level) you can apply for any subject; with mathematics at Standard Level and a science or language at Higher Level, admission is limited to related subjects. IB course results or certificates without the full Diploma do not qualify, even together with a US high school diploma. Source: DAAD USA guide for US high school and IB graduates (June 2025).
Language
Most bachelor’s programs at public universities are taught in German. Check the language of instruction for each program in the DAAD database of international programs.
Will the degree count back home?
How German degrees are built. A German bachelor’s takes 3 to 4 years (180 to 240 ECTS credits), and a master’s 1 to 2 years (60 to 120 ECTS); many bachelor’s programs are 3 years. Source: World Education News + Reviews: Germany, higher education (updated September 2026).
Plan for a credential evaluation after you graduate. The US has no national body that recognizes foreign degrees, and the US Department of Education does not evaluate them. The graduate school, employer or state licensing board you apply to decides, and many ask for a report from a credential evaluation service. These services are private companies, not regulated or endorsed by the federal government, and there are many of them: graduate schools often accept members of NACES or AICE, so use one that the school, employer or board names. Evaluators generally need English translations of documents in German, so keep your official transcript and degree certificate. Sources: US Department of Education: recognition of foreign qualifications; NC State Graduate School.
Treat the report as advice, not a final verdict. Services evaluate case by case, and two services can give the same degree different US equivalencies. The school, employer or licensing board that asked for the report is the one that decides. In our experience, a standard bachelor’s or master’s from a recognized German university, with ECTS credits on the transcript, is usually straightforward to evaluate. Vocational qualifications, dual-study degrees and other programs that don’t follow the usual bachelor’s and master’s pattern are harder, and that is where reports are most likely to go wrong. If a report seems off, ask the service about its appeal process, or get a second opinion from another service the school or employer accepts. Source: US Department of Education. Got a report that doesn’t look right? Tell us.
Try a free preview first. Some evaluation services offer a free online estimate before you pay for a full report. WES, for example, has a free degree equivalency tool. It asks for an email address; if you don’t want marketing emails, you can use a disposable address from a service such as Temp Mail. The answer is provisional: it is based only on what you enter, and the service may change it after checking your documents. Use it for a rough idea, not as a final answer.
How US graduate schools treat a 3-year German bachelor’s. Each university sets its own rule, so read the graduate admissions page of every program you have in mind. Germany is a member of the Bologna Process (European Higher Education Area), and some US universities accept 3-year bachelor’s degrees from Bologna countries: NC State’s Graduate School and Florida Atlantic University do. Others review them case by case: Arizona State University considers a 3-year Bologna degree for admission if it is a bachelor’s in its home country, in a similar field, from an institution allowed to award degrees, while noting that this does not make it equal to a US four-year degree. Where a school does not accept 3-year degrees, it may ask for an evaluation showing the degree equals a US bachelor’s.
Jobs and licenses. Employers decide for themselves, usually through human resources. For federal jobs, the Office of Personnel Management credits a foreign degree if a credential evaluation shows it is equivalent to a degree from an accredited US college (OPM). For licensed professions such as nursing, teaching or engineering, the state licensing board decides.
Before you enroll, check that the school is a state or state-recognized (staatlich anerkannt) university in the German Rectors’ Conference Hochschulkompass. More in our degree abroad guide.

Questions Americans ask
Is college free in Germany for Americans?
At most public universities, yes: Americans pay no tuition, only a semester contribution of a few hundred euros (€369.50 at the University of Münster in winter 2026/27). Non-EU students pay €1,500 a semester in Baden-Württemberg, and some universities such as TUM charge their own fees.
How much money do I need to study in Germany as an American?
For the residence permit you must show €11,904 for a year (€992 a month) in 2026, usually in a blocked account. Add public health insurance of about €141 to €147 a month and any tuition. Americans can apply for the permit in Germany within 90 days of arriving.
Can I use FAFSA or federal student loans at a German university?
Not at public universities. The US Department of Education lists all German public universities as “Deferment Only”, which lets you pause existing loans but not borrow new ones. Only four private schools (ESMT Berlin, Frankfurt School of Finance & Management, Hertie School, HHL Leipzig) are eligible for new federal loans. Pell Grants are never available abroad.
Can I get into a German university with a US high school diploma, AP or IB?
Not with the diploma alone. You need an unweighted GPA of at least 3.0 and Advanced Placement exams scored 3 or higher (four or five, depending on the subject), or two years of college. A full IB Diploma with at least 24 points can also qualify you, for all subjects if you took mathematics at Higher Level. Otherwise, a one-year Studienkolleg, mostly taught in German, can qualify you.
Will a German bachelor’s degree be recognized in the US?
No federal agency recognizes foreign degrees. When you come back, the graduate school, employer or state licensing board decides, often after a credential evaluation from a private service it names. Policies on 3-year bachelor’s degrees differ: some US universities, such as NC State and Florida Atlantic University, accept 3-year degrees from Bologna countries like Germany, while others review them case by case. Choose a state or state-recognized university listed in the Hochschulkompass.
